Just adding an air intake shouldn't affect you MPG noticeably.
As far as performance for the different cars:
1988 GTU non-turbo: 0-60 in 8.5, 1/4 mile in 16.5 @84 mph
(from Road & Track, 1988)
1989 GTUs non-turbo: 0-60 in 7.83, 1/4 mile in 16.08 @87.5 mph
(from Sports Car International, 1989)

Different rear ends on the GTUs than the GTU. Gotta compare apples to apples.
I got:
on the 88 GTU: 8.1 0-60, 24.5 0-100, with a 1/4 mile 16.4 @85.5 and top at 132 MPH
on the 89 GTU: 7.6 0-60, 22.5 0-100, 1/4 mile at 16.0 @87.5 and top at 134 MPH

I had an 86 base, an 87 base, still have a 90 GTUs and 93 Touring. When I got the 90 GTUs, I took it back to the dealer several times cause it did not feel as fast as the 86 and 87. In typical service manager style they assured me that when it got a few miles on it it would perform better. I believe the early model felt more torquey, despite their lower horse power. Also- the base models had no power steering pump, no AC compressor to contribute to belt drag. My top end on the 86 was a little higher than the previous post. It would routinely go 140 plus.
