Only by doing *work arounds*. The Cruise Control Unit on a series four has 13 pins/sockets. The series five has 18 pins sockets. The series four non turbo actuator is vacuum driven and the series five is non vacuum driven.
So at first glance...I'd say it's not plug and play if you take series four cruise control system and try to put it on a series five.
But the good news is that you can take both wiring diagrams, take a good look at them, and make the series four work on a series five or vice versa. You'd have to do a little wire splicing/jumpering etc to make it work. That method is you want a *Project* to work on as a hobby. If your not interested in fooling around with it, then buy a series five actuator, CC unit from the wrecking yard. It should be plug and play that way. All the plugs should be laying about in the car just waiting for the pieces.
Short answer: no
