Cracking a peeling window, not the tint

On the rear hatch, where the black portion of the window is, i have started to notice some cracks and peeling film (for lack of a better word). I was wondering what it was and what would be the best means of repair? would it just be to sand it down with fine grit and then repaint with desired color? (the flakes seem to be white or oxidized clear).

Weird....and you're sure it's not just really faded tint?

If you are talking about the black trim around the back window; I have a problem with rust blisters... It seems that rust is builing under the paint and it is causing it to blister out... I would think a fine grit sanding and a repaint would be good... Only reason i have not done mine yet, is the time it would take to remove the entire window and doing it... Mine is not that severe yet...
