IMHO It'd have to be pretty sweet if the engine is questionable. That's a hard question. Everybody has a different frame of reference. I got my TII with good ext., int. & a bad engine for $700. Found a crashed one with a good engine for $900.

As long as the majority of the car is in nice condition, it sounds like a decent deal to me... even if the engine has thrown an apex seal.

You can pick up all the components for a complete rebuild for about $900 usd, or purchase a rebuilt stock NA core for about $1200-$2200 usd.
So either way, you are looking at less than $3500 usd total for the car with a rebuilt engine.

Maybe the engine doesn't even need rebuilt. Could it be a simple flooding problem? Carbon lock? Alarm syndrome?
Like Rx7Nub suggested, get a compression check done.
