That's the thing with auctions. There is still a day left on that auction. If he gets more than one person wanting that item, the price will go up, considerably. If only one person tags that thing with a bid, which is unlikely due to the price, then it'll go for barely over the $20. It's the chance you take, but I seriously doubt that that switch sells for $20 in the end.
