Cluster problem

Cluster problem

I removed the dash, put a new one in. Also, there is no engine in the car.

I turn the key to the on position, and everything lights up in the dash, except the cluster in the middle of the dash. Where the time is, brake warning, check engine warnong and so on. Why? Is it normal since I dont have an engine in the car and nothing is grounded?
