This happened to me and I seen it before on another RX7.
Every year pull your Intake/Throttle body elbow off and have someone push the gas pedal to the floor, see if your secondary plates are opening. Its not the first set you see that matters, its the second set behind those first ones that are important. If they are not opening fully, manually move them with your hand on the throttle cable shaft.
If they are stuck shut, I would remove the TB and clean it out with a good TB cleaner.
This is no BS.. MY car had them stuck shut and I almost could break it loose off the car in my hands laying it on the ground..You Can Ask Jack and Mike, they were amazed..
Anyway.. My car ran a 15.30 @ 98 running only the primary opening of the TB.. No joke... Wonder how much faster it runs now????

Man, those things were sealed shut!! You couldn't even oven them if you tried. When he cleaned it out, it opens real smooth and runs a lot a $hit load better. He can almost keep up with me
