Can the FPR and the FPD be interchanged?

So long story short I've been having problems getting my 86 GXL with 88 TII swap to start. ive aquired the car mid swap. The previous owner couldn't finish it so I bought it and have been going through most of the systems to see where he left off. I took a few pictures after removing UIM for the first time. I have since replaced the fuel hoses, filter and put it all back together and am still having issues. I now sit here looking over the pictures I took and Perhaps I didn't notice it the first time but I think I may have noticed now. It seems judging by the secong immage the fuel pressure regulator and the pulsation damper may be switched. Also on my lower fuel rail it seems as if the vacuum is capped. Please correct me if I'm wrong.

this could explain my 90psi fuel pressure when priming the fuel pump. Also, where would the vacccum route to? I'm not sure why the previous owner has it capped off, or why it's on the incorrect fuel rail.😒

thanks for the tip 👍🏻 I didn't think to look at the old pictures I took until after checking all the electrical fuel components . Injectors, ecu, fuel pump you name it I checked it. After racking my brain I thought to myself let me look at the pictures and see if there is anything I did wrong. I assumed he did it right so when I replaced all the fuel hose under their intake I just routed them the same. Now I'm itching to go work on my car. But it's in a garage across town. Gotta wait until after he work week on Sunday to test everything and swap em.
