Can the BAC vibration be seen?
I've removed the BAC, left it connected and turned the key to the ON position. It sounds like something is vibrating yet I cannot actually see the diaphragm vibrating. Should I be able to see it vibrate?

Not really. YOu can put your finger on it and feel it vibrationg, but it won't be opening much.
You might try this: Pull the small wire off the starter. Now while looking at the bac opening, hold the key to START. The bac should drive and stay to the full open position.
Or you might try this, but I have not myself. Key to ON. BAC vibrates. Now reach over and move the throttle to full open and see if the thing opens a bit more. Or turn the a/c to ON and see if there is some reaction when you do that.

That's neat. I've never done the a/c switch before.
Whenever you START the engine the bac goes full open WHILE starting. So I've another idea on how to see the bac move full open. Just below the trail coil (might have to lift the coil assy up and out of the way) there is a BLUE jumper plug on a harenss. It is BLUE and has a single jumper wire in it. IF you remove that blue jumper plug and go to START, the starter will NOT turn over, BUT the ECU will see the START signal and should make the BAC go wide open and stay there as long as the key is held to START. I've never tried that method either, although I have pulled the small wire off the starter and seen the BAC go full open when the key is held to START. Just some FYI.
