Question Calaforinia ECU

I have A 1989 S5. The ECU number is N350 18 880 I have noted that this ECU is for the Calaforinia usage.
Hopeing someone can tell me what will this ECU do as far as preformance and fuel usage. Sence im in Virginia. Should I be conserned about swaping it out for the N351 18 880 ECU.
I want the best preformance from the car that i can get if the ECU restricts horsepower etc... I would want to swap it. As i am going to have the engine rebuilt soon and get it full street ported.

Its not for California Usage.. its stock and both of those ECUs will work.

a street prot will be prefect for preformance. Thats my presonal opinion.
