Buzzer question

I have a question about the buzzer when i changed my oil i put the ignition on II and it buzzed but when i did the same when i drained the radiator fluid it didnt buzz i was wondering why

Is II the "ON" position? Your coolant level sensor may not be working correctly, maybe it is perma-grounded. Unplug the coolant sensor on top of the rad and see if the buzzer goes off.

The coolant sensor doesn't go off instantly, it's delayed about 10-15 seconds.
