buying a 2nd Gen need opinion

Im new to Rx7 and want to own one....I found one local here in WA, but it states that it has a blown Apex Seals. How hard is it to replace them?

Requires a rebuild, send to rotary resurrection, probably cost you about $1200 for the rebuild.

To me it seems a little expensive. I got my FC for $700 and I just had to replace the shifter housing. Anyways to change the apex seals you have to take the entire engine apart and apex seals are somewhat expensive, but the car looks clean.
