broken wire??

broken wire??

My car still wont pass an emissions test, but while going over everything again tonight I found a wire that seems to have been broken at some time.
I searched and searched and searched and couldn't find anything that may have been attached to it at some time. Every connector, plug, etc is intact with all wires in place.
Does anyone recognize this wire and know what it should be connected to? If anything?

These photos were taken from the drivers side of the car. The first picture is to show you the general location of the wire, and the second picture is a close up.
The wire is green, and the part of the harness where it is has the rubber damper that is where the metal tab is to secure the harness so it doesn't chafe.

that wire is used by the ECU to measure coolant tempature for the supplimental electric fan found on some models.

If you do not have the supplimental electric fan, it would not be used or hooked up to anything.
