Bov Will Vent But Then It Will Leak

I have the Apex Twin chamber BOV. Ok So the only way to get my bov to vent is to loosen the adjustment screw almost all the way, but when i do it it leaks, how can I get my bov to vent without it leaking, if I tighten the screw it wont leak but it will barley vent, im runing 10psi, is that enough?

Theres more chanced for it to leak vac the just running strait from the UIM to the BOV. Urs isnt venting, make sure it has vac, fixed my problem, one of my nipples on the UIM is clogged or something, wont produce any vac.
