boost + time and wastegate problems

my car is running about 0.3 bar of boost ,
and I have to take 5 to 6 second to go to 0.3 bar,
is it normal ? (third gear)
some people can run likes 7 or 10psi ,I want to know how many rpm when you are running at the peak of the boost.
my other question is how to check the wastegate is working or not?
thanks for help

3000 rpm, third gear, stomp the pedal, 7psi in 2 to 21/4 seconds. Repeated five times. Stock 87turboII. Well, a downpipe and presilencer also. Only puts out 7to 71/4 psi. Don't you think that if your car is more or less stock, that its the switching actuator? I'm assuming you get full boost but just takes a while. I'm new to turbos. Only maybe 3000 miles on two rebuilt engines in the same car(nothing wrong with either engine, just needed a test bed for the other rebuild). Like I said, a newbie. Have fun. Oh yes, that was using an Autometer gauge.
