Blockoff Plates

A friend brought me her car. It's a 1988 with a T2 swap in it. Someone had completely messed up every vacuum line on the engine and it's full of leaks. The car wouldn't idle properly without dying so she asked me to install this blockoff plate kit. I can't find any instructions.

So far I've removed the EGR as well as the 2 idle control units on the passenger side intake manifold. I didn't think this would fix the idle problem but did have a few questions about it...

How do people get an 800 RPM idle when they install the blockoff plates? It seems to me that removing the idle air controller is going to hurt the idle speed thing not help it.

Does anyone have instructions for the blockoff plate install? I can't figure out where 2 of the plates are supposed to go.
