Block off plates

I am removing my air pump and I think I got a little crazy and removed a bit too much. I was wondering if I need what the red arrow is pointing at. As of rightnow, the green lines show how I re-installed the coolant line that went through the ? part.

It's the bypass air control valve. It controls idle speed. If you don't have one you'll need to raise the idle speed to compensate for accessory loads on the engine.

If you don't know what it is, why did you take it off?
