Angry blinkers don't work on right side

My blinkers don't work on the right, they just make a really fast blinking sound ( the right side also dosen't work for the hazards) My friend who is a mechanic told me it was just bad bulbs, but after searching the boards
it seems like it could be a short or a bad cpu. Any info would help thanks guys

Buy the way I have a 90 turbo with a huge list of things to fix lol

its a hell of a lot easier, cheaper, and logical to change the bulbs first.

Change builbs.. if it still the same.. check flasher circuit on cpu.
