black smoke coming from exhaust

When my car is just idling i have black smoke shooting out the exhaust and on top of that I'm greatly lacking power. RPMs drop when i first give it gas and refuses to go over 5krpm. Just recently the engine was flooded but after all the deflooding these problems persist. Any ideas, need any possible suggestions.

Black smoke indicates an over-rich fuel/air mixture exiting the exhaust. Something is causing excess fuel being dumped into the engine or your ignition system is not burning all the fuel/air mixture. You should consider doing a general tune-up like changing out the spark plugs and checking timing, replacing/cleaning the air filter, and so on.

well I tested the fuel pressure and it's at 45psi which sounds like a bit too much, would this screw up the air/fuel ratio and if it does how can I lower the it?
