87 TII,
1. START CAR
2. TAP PEDAL TO DROP RPMS
3. IDLES AT 700 FOR 1 MINUTE
4. LIKE CLOCKWORK, IT STARTS TO IDLE LIKE ****
5. BY THE TIME I START DRIVING, AND STOP AT THE STOP SIGN IT'S AT 900.
6. TURN ON THE A/C AND SHE PURRS LIKE A KITTY, YOU CAN'T EVEN FEEL THE ENGINE RUNNING.
7. I DRIVE 25 MILES, TURN OFF THE CAR AND START IT UP AGAIN AND IT RUNS LIKE A SPOTTED *** APE. THE ONLY DIFFERENCE IS THE THROTTLE IS MUCH TIGHTER TO THE TOUCH.
8. IT BACKFIRES LIKE MY GRANDMOTHER WHEN I LET OFF THE GAS.
9. I'VE TALKED TO EVERY ''PRO GURU'' AT EVERY RX7 VENUE FROM COAST TO COAST AND THEY ALL SAY SOMETHING DIFFERENT AND I'VE TRIED THERE IDEAS.
MOTOR HAS 10,231 MILES WITH GREAT COMPRESSION,
NEWLY REBUILT BALANCED TURBO AND ALL NEW SILICONE VACUUM LINES, AND I MEAN ALL LINES. NO OIL LEAKS ,NO AIR LEAKS. OH AND I'M RUNNING AN HKS F-CON W/FCD AND OFF ROAD HKS EXHAUST WITH NO CATS.
10. IF YOU CAN FIGURE THIS OUT, YOU ARE WORTHY OF BEING CALLED A RXGOD OR GODDESS.BY THE WAY, THIS IS A CHALLENGE!

yeah, check the ACV (anti-afterburn diaphragm in particular). That would take care of the popping on decel.
otherwise, what black13b says.

first of all if it drops to 700rpm after a min your thermowax isn't working. the car isn't gona idle very well at 700 while cold. it's surposed to idle at 1500. so I'd say the crappy idle going from 700 to 900 isn't bad when it's still cold. however once warm it should hold steady.

have you removed the thermowax? TB mod?

You said you are running with an F-con right?

That might be your problem. There is a adjustment **** inside the f-cons for leaner/richer. Open it up and there should be a **** with notches marked like 1-9 or something. 1 being stock and any number higher then that is more fuel. Its worth a look.
