You're saying the ebrake lever arm on the rear caliper(s) is stuck, or just the handle won't go down?

Rear calipers - I'd clamp down on the handle with some vice grips & try turning it.

Handle - pull the center console out.

 

man that **** happened to me yesterday. had to drive all the way home with that **** on. the funny thing was i took my tools out cause it was such a short trip i thought what could possibly happen...my tools found a permanent home now
