Exclamation battery not charging correctly

could a loose alternator belt be the culprit of a faulty charging battery?
i do have a loose belt and battery charges while running only to 10volts sometimes even lower, then if i rev past 3k or so itll jump up a lil more but eventually go back to the 9-10 volt range but itll never go past 11.5volts
can n e one help out?
thanks
jack

When I had the same problem I tightened the belt

and also checked all connections such as the ground and also cleaned all connections for corrossion. I also ran a fresh 4 guage cable from the ALT to the Battery positive....

I have same problem, i changed belt and slowly my car started getting hearder to start and eventually wouldnt start. I got new battery and it fired right up. Im gonna go tighten the belt in a minute. Should i just wedge a crowbar in between the engine and alternater to tighten it or what?
