Battery Discharge?

Battery Discharge?
I have been having problems with my T2's Electrical system.
It will discharge the battery i put it down to a dodgy lights switch but i replaced it a few days ago and the problem still remains?
I dont have much knolage of car Electrical systems and have run out of idears. I did the easy stuff like testing the amp draw from the Battery to the Terminal them pulled fueses one by one to see if the amp draw droped but there was no joy there.
What puzzles me when the Battery is flat and i swap it for another one there is quite a large blue flash like the Ignition is left on (when it's not) and there is a loud clicking from under the Inlet manifold (sounds like a Relay). Am i right in saying there should be very little power being drawn when the Ignition is off and this Relay should not have power to it?
