Question Bac Voltage???

I've been fighting a hunting idle under a load for a while now i finally tested the two wires from the ecu that go to the bac valve and this is what i got....

key on: 4.87volts
warm idle no load: 2.65 volts
headlights on, running: 3.25volts

Are these voltages wrong??? Ecu problem maybe??? I read somewhere the voltage is supposed to be a 12v and start working down as load is placed on motor, correct me if im wrong...

my voltage seems to go in the opposite direction described at idle approx 3 volts then when engine is put on a load it goes up to approx 4volts but i never seen it go above that can someone help me out with this????
