Automatic Seatbelts: Does Lap Belt Always Suck?

hey guys... ive just got around to working on the insid of my rex after buying it a month ago. is it normal for the lap-belt part of the automatic seatbelt to be like so far forward where you plug it in? it doesnt seem very secure to me.. like its at an angle vs straight across...

the lapbelt is different from the automatic seatbelts. they're two different belts.
