what kind of horsepower does it take to get into the 12s and is it doable on the mods I have listed below?

Well right now alls you have is an intake an exhaust, which gives you maybe 60HP. With that youll probably manage a low 14sec 1/4. With the rebuild and turbo, you might get mid-low 13's. I highly doubt 12's.
