Anyone got a good way to remove a rusty nut on the license plate?

Question Anyone got a good way to remove a rusty nut on the license plate?

I just bought a 1988 RX-7 convertible from a friend and registered it this morning. Virginia being the obnoxious place it is on matters involving cars, I have to have a front license plate, but since my friend had the car for 11 years the mounting screws and nuts on the front license plate holder have rusted and I can't budge them. Can anyone provide any suggestion on how to get the buggers to loosen? (Or, since I need to have the emissions inspection done, should I just ask the guy at the service station if he can do it?)

Thank you in advance. I gave it my best shot with needle-nose pliers and a screwdriver and my fingers are not happy with me right now.

If you are talking about the bolt and nut that go through the plate and bracket, just twist them until the break and but new one's. If not then soak them in PB Blaster for a day or 2.
