Another weird brake problem

Okay guys first off I've tried searching to no avail...2nd I'm new to the 2nd gen I'm an 1st gen guy I'm having a weird problem that I've never had with any car I have inspected calipers they are fine even regreased the slides to be sure no problems car has new rotors and pads as when I hit the brakes they didnt really do anything and would gradually come to a very slow stop mind you this is only in a driveway not even on the road. Okay so I changed the pads and rotors and still have the same problem brake pedal is pretty firm with minimum play at the top but when I back it out of the parking spot and hit the brakes there is a major delay in the car stopping from idle speed! please help oh this is the same going forward too obviously.

I'd suspect a hardware issue with either the booster or MC.
If you pull the vac hose from the booster nipple, do you hear it release the vacuum?
You've bled the system, right?
