Do you mean angel eyes headlamps like the BMW?
If there not DOT legal then they are not legel

Anything like lights that involves safety equipment has to be DOT approved to be street legal. Ask the maker of the lights if they are DOT legal, and get written comfirmation if possible.

The lights will have a DOT logo embossed into the glass with an ID number if they are legal.
