Air bag fuse issue on 90 Vert

Air bag fuse issue on 90 Vert
I changed out the steering wheel (stock to stock) on my 90 Vert and now the air bag warning light is flashing 10 times. I did a search and found that the code for ten flashes indicates that the fuse is burned. However, the FSM on this web site for 89-91 models does not have anything on the air bag equipped models that shows which fuse controls the bag. In comparing my fuse box to the one listed in the online FSM, I have some real differences but have no clue what controls what on mine. Attached is a comparison of the two. Where you see an "X" that means there is no fuse there at all. Can anyone help me identify which fuse is the air bag fuse? Thanks!

Okay, I have now changed the fuses but the air bag warning light still continues to flash 10 times. I am at a loss of what to do next. Does anyone have the page from the FSM for a 90 or 91 that covers the procedure for troubleshooting the air bag warning code of 10 flashes that you can post up or send me in a private message?
I appreciate any help I can get. Thanks.

Unplug the air bag module and backup battery underneath the driver side dash. It's a box that says "Ford " on it. DO NOT jack with blue and orange wires. Also make note of the yellow warming tag hanging off the wires and it gives the correct disconnect procedure.
Plug back in.
Plug back in.

Clokker, thanks but I had that page. What I don't have is the description of the troubleshooting procedure that is not in the 89 FSM that is posted in the FAQ section. Evidently the 90-91 FSM is nearly impossible to find on the web. At least I can't find it.
Thanks jjwalker for what sounds like the description for troubleshooting this issue. I'll give it a shot in the daylight tomorrow. I AutoX'd the car all day today with the light flashing and just prayed that the bag wouldn't go off on me! I actually changed the air bag out last night with a spare I had hoping that would solve the problem. Nope.

Don't feel bad, so is mine.
So now, just leave it unplugged or get a new one.

Well crap. I just put a new CPU in it in the last year. Surely that can't be the issue.
Let me review the steps I took doing jjwalker's suggested troubleshooting just to be sure I did not do something in error:
1. Disconnected the negative cable from the battery
2. Removed the airbag from the steering wheel unplugging the blue and orange connectors.
3. Removed and replaced the under hood fuse and the fuse under the dash for the airbag.
4. Unplugged and replugged the orange and blue wires on that come out of the airbag connector on the wheel and plug into a box under the dash to the right of the steering wheel.
5. Reinstalled the airbag connecting the orange and blue plugs.
6. Reconnected the negative cable on the battery.
7. Started the car and saw airbag light continue to flash ten times.
There were two other blue boxes under the dash but I did not see "Ford" on either of them but I saw the yellow tag and thought I followed its' directions exactly.
Anyone see where I am off on this procedure?
