adjustment of idle air screw? (one on top of throttle body)

Question adjustment of idle air screw? (one on top of throttle body)

on my 7, the adjustment screw on the top side of the throttle body is all the way out. when I adjust the screw in all the way, and then out 2.5 turns (like on a carb mixture screw on a dirtbike) the engine does not like to start very easily.
is there something i should be looking for that would let me adjust this bit to what seems to me a more reasonable setting?

umm, make sure the TPS is adjusted as per the FSM, then use that air idle screw to FINE tune it

ahh~ yeh, i'm thinking my tps is way outta wack then. but, what should i be running with the fine adjustment screw? 2.5out or ?.?out

umm actually i have no idea, i just got the tps set right, then i used the idle screw to get my idle to sit at 800, no certain amount of turns, think of it as a microscope, get the coarse adjustment, as its most important, then set in the fine adjustment
