Acceleration problems on 91 T2 (& Boost jumped to 15psi)

Ok, I've been having acceleration problems lately. Before, it wouldn't hold a steady idle. It would idle between 5-600 rpm and would struggle to survive. The acceleration was lacking a lot of power as well. After, I put in a different MAF sensor, the idle was fine, and the acceleration slightly better but still lacking huge amounts of power. I hear a screeching noise when I rev it to 3000rpm in neutral. When I took it out for a spin, it would enter boost really easy and builds very easy but lacks power. I actually got it past 3500+ rpm and it jumped to 15psi. I know its not the 3" Full exhaust and the 3" TID, because it has never went anywhere close to there. I would get 8psi all day long until this problem started. I also hear this tapping noise which seems to come from the turbo at idle, but goes away once it is revved. I checked the compressor wheel for shaft play and there is some up and down shaft play, but when I spun it by hand, it does not contact the housing. Would a stuck closed wastegate cause high amounts of boost. I didn't get to test the wastegate yet, but I was wondering if there was any suggestions that you guys might have. Any help will be appreciated.

I noticed that the turbo boosts way over normal boost. it just keeps climbing. Hopefully my actuator is working the wastegate. Stil can't figure out this problem. Any help would be great.

Check your wastegate actuator.
