I was curious if the braided line was supposed to be connected to something?

The O2 wire is a shielded wire. That appears to be the shielding. It should be grounded at the ECU. Typically, it is cut a lot more cleanly than that and before the wire appears from the stock tape/sheathing.

the sheath for the wire is broken, the connector is also supposed to be on the little thing and not zip tied to the harness, although its not a functional problem, just a concourse problem
