Does it do anything for performance and heat reduction?
If you clear out your cats, your 5th and 6th ports wont open, they need a little bit of exhaust backpressure to open. So to maximize top end power you will have to wire them open. By doing this you will suffer on low end power though.

For my 89 convertible I added:
- a downpipe to replace the pre-catalytic converter
- Added a performance catalytic convert.
- HKS catback exhaust
Sounds good, smells good, restores power.

Nope, it's a '90, so the lack of backpressure has zero effect on the ports opening, that is done via the air-pump. But if you gut the cats you will have some strong fumes getting pulled back into your car, especially with the top down and sitting still. You will get a little extra power though. I have no cats on my 90 GXL and with the windows down in traffic sometimes my eyes really sting

Yes - if you add a "downpipe" and a "straighpipe" so you have an open exhaust - it will make your eyes water if you're behind the car.
Not to mention the cops will pull you over for the excessive noise.

I have a 91 convertible that I am running a small aftermarket Jeep catalytic converter on. I was just using straight pipes, but the smell was awful (I ALWAYS have the top down, and could not stand the smell anymore). I am still running stock mufflers, but the lack of cats blew them out, so they are a fair bit louder now (but by no means anoying). I would definately chop the stock cats, because after about 70,000 miles, they become a brick. And, as we all know, bricks do not flow exhaust gases very well.
