89 na stalling going up hills

I've been trying to figure this one out for a few months now and I'm curious if anyone has any suggestions on it. When I go to pull a slightly steep hill especially from a stop my car will run fine through first but once I hit second it won't rev past 6k without serious hesitation this continues in third as well don't have enough road around here to see if it happens in 4th or 5th.
Edit: on level ground the problem isn't as bad but it's still there
Street ported with long tube header and 3" resonated cat back running rtek 7 stage 1 ecu for omp delete

one or both secondary injectors likely aren't kicking.

swap the primary<->secondary injector pins in the ECU harness and start the car, if its running on one rotor then you can disconnect either injector to find the opposing one is not working once the car stalls. luckily it is easy to get to the secondaries on the non turbos.

Also check the baffle in the fuel tank hasn't come loose.
