I just bought a black 87 TII with 75k mi and a 5 speed transmission. It has a racing beat exhaust and i think thats all for mods, and he said something about a "turbo chip" which messes up the boost gauge but makes it faster or something. Anyway, what do you guys reccomend for mods, and what order should I do them. I am on a fairly short budget, so a couple hundred dollars is what i want to spend for most the pieces.

First, look over the car and fix what's broken or requires attention. Suspension, brakes, tires, plugs, wires, etc. Change ALL fluids so you know what's in there. Maintenance is extremely important for TII's. Get yourself a Haynes manual and download the Factory Service Manual. Read, read, read.............

Best mod you can do right now........... learn how to drive a TII.

How much of an exhaust do you have? Turbo back or cat back? Do you have a cat? The "turbo chip" is what is called a FCD (fuel cut defenser). What it does is keep the ECU from seeing the actual boost you could be creating (over stock levels) and preventing fuel cut to the rear rotor from occuring. This is a bad thing because if you are running higher levels of boost, and the ECU isn't compensating for fuel, your going to kill your motor.

The first things you should do all the things that Jimmy suggested. The first major purchase you should make should be a GOOD boost gauge. You don't want to be running high boost on a stock fuel setup. Your motor will run lean and this wonderful thing called "detonation" will happen. When that happens, you better have 2-3K laying around for a rebuild.
