2 question, please read

1) can i put a 3g intake manifold on a 91 turbo II engine without any mod?

2) can i use a 3"exhaust without boost creep on a 91 engine?

NOPE and NOPE

I am pretty sure you have to change things on the LIM and you will most likely get boost creep.

The FD LIM will not bolt to a 2nd Gen block. The ports are at a very different angle.

You can adapt a FD UIM to a S5 LIM with some work. I believe this doesn't work very well with the S4 LIM.

Two potential problems are that the FD TB doesn't have the linkage for the S4 OMP rod, and the FD TPS isn't compatible with the FC ECU.
