2.3V @ main & circuit opening relays

my car won't start because i'm not getting enough volts to the relays. not getting any spark or fuel. i had to hard wire the main relay and fuel pump in order to get my car home.

what would cause low voltage at the relays the low voltage wire i'm referring to is the relay activation wire. Main relay 2-prong connector. one ground, other 2.3 volts when key is on. Circuit open relay conntector, center wire(ignition on) reads even less volts at between 1.8 and 2.1volts.

please help. a friend and i spent all day in the GA sun trying to figure this out. only hard wired things so i could get it home.

started fine this morning, drove to eat lunch, drove to autozone, drove to radioshack and then won't start. looked through the FSM too. searched but couldn't find anything regarding low voltage to the relays.
