1987 GXL Cooling issues

I just bought this car for $300..
After some basic repairs on it, I found that the cooling system becomes pressurized too above 13lbs, as it can blow the cap right off the car when I try to take it off.
This is only from cranking..

The car has a very hard time starting and once running expels all it's coolant.
My RX-7 knowledgable friend suggests that the coolant seals are bad, and the engine has been overheated, causing exhaust gas to pressurize the coolant system.

Does this sound logical?
