I was wondering if the 16" rims from the s4 or s5 turbo would fit on an s4 n/a (5 lug), and if so how much would i be looking at for a set of 4?

Assuming the same lug number (4 or 5). I have turbo wheels on my NA. As for price, it is variable. Anywhere from very cheap to several hundred depending on the seller and their condition. Hit up junkyards and look for them for sale in the fs section.

 

ps, you dont want s4 turbo rims, too heavy and not enough brake cooling, try and find s5 tii/gtus rims
