15amp engine fuse short

My 15amp engine fuse keeps blowing. I've got an 88 vert which, recently had a fried ECU due to my car going underwater and getting water in the interior. I'm going to be pulling the motor out anyways but I need to find this short first. Where should I check? Well, what does the engine fuse run to?

It powers the Main Relay, alternator, Circuit Opening Relay and the Lock Up Relay found on automatics. The wire is Black/White.

An ohm test will should tell you which wire segment is problematic.
