13B-RE came out of the Japan only Mazda "large full sized sports coupe" JC Cosmo 2 rotor (vs 3 rotor) car. Features a stronger block, twin turbos, and a nicer looking intake manifold. May be some rotor compression differences as well.

The compression of the rotors is 9.0:1, the same as an FD and S5 Turbo.

The biggest plus to a 13B-RE is the rear iron, its enhanced to handle large torque/horsepower amounts. The S5 Turbo and 13B-REW also have this, the S4 Turbo is the only one that doesn't, which is why it is not the "best".

Also comes with bigger exhaust ports stock than a 13BT, but same potential as far as how big you can go. As stated, better looking / flowing intake manifold. The 13BT intake is based around fitting the TMIC under the hood without huge modifications, which is why it is shaped as it is.

Also, doesn't the RE have mechined rotors rather than cast?

The best feature of the RE is the port size. the engine is capable of flowing more air than the BT or REW. Runners are 50mm, with larger ports. Point to note is that the gallaries do note encroach on the ports, allowing larger/aggressive porting on the plates.
Down side is the size of the exhaust ports. They are small, so as to increase torque and smooth running. This is easily overcome by using REW housings, which would benifit from the revised cooling around the sparkplugs.

As an example case my RE base engine produces 403atw with 12psi at 7300. Will post up graph if interested. BTW, power has not peaked due to having steel 3mm seals

One drops right into the FC3S chassis.
The other one doesn't.
