02 Sensor required?

i have an 88 tii.
problem started out as my o-rings in the LIM were destroyed so i was leaking coolant really bad.
i replaced them and while it was out
i removed my emissions rats nest etc.
i installed block off plates
and i just changed the oil

i wanna test to see if the car runs fine and everything
so i reassemble everything except the downpipe and exhaust

the car starts up and smokes white smoke
i was thinking that there was probably just some left over coolant in the system
so i remove the bottom spark plugs and crank it without the egi fuses for a bit
thinkin it might push out anything coolant and such inside the motor
i start it up again
same problem it continues to smoke
and i cant rev the motor
when i gas it the motor bogs like crazy and i cant get passed 1500rpms

i then shut the car off and i look to the front and theres smoke coming from my engine passenger side
around the turbo
and theres oil on the ground

i think the oil is leaking from the hardline that connects to the turbo
im gonna replace the gasket and re-tighten it
but would the oil leak be the cause of the smoke?
and why cant i rev my car passed 1500
and why is it bogging so bad
is it because the O2 sensor is on the downpipe and not installed

did you retap the boost sensor?

O2 sensor improves fuel economy and emissions a little. It is not essential.
