$$$ question
My horn isn't working, I think its the bad solder joints in the CPU, how much will it cost to get that fixed or could I do it myself, I know that soldering and welding are two different things but I have some welding experience, would that make any difference if I could do it myself?

I wouldn't mess with it unless you knew exactly what you are doing. You could always just wire up a seperate horn and screw the regular one, might be easier that way.

what the heck, go for it...get a soldering iron, resin core solder, maybe some flux paste (helps remove the oxides for a better solder joint)...just don't try to arc weld it...LOL

If you want to try and re-solder yourself, then you will want to take off the back panel (not the bottom one) and remove any solder from the plug connections and the relays (I also typically replace the buzzer at this time, but that is up to you).
Then you flow new solder in on all the spots you removed it from.
You do not want to just reheat a cold solder joint as it leaves the corrosion inside the joint and it will fail again. By removing the solder first, you then remove the corrosion of the bad joints.
I also rebuild them and have most versions available on my website if you rather just get a new rebuilt one.
And I have updated your thread title to better reflect your question

Clock in the idiot light cluster is controlled by the idiot cluster.
If it never works, then look at a blown or loose room fuse.
If the clock is intermittent, then look at cold solder joints in the clock/idiot light panel.
And I have those rebuilt on my website as well.
