those are probably his track wheels with spacers hence that pic was from a track event.
If you pull too extreme, you will put a wrinkle/dent above it.. I belive you have to cut slices, pull, and weld in sheet metal in between.

there is 2 links. The VDub guys do it by massaging the fenders, sheet metal and by hand. That is the pimp way to do it.

thats one way to do it, but from the pics he did not weld, he just used rivots.. thats probably the cheapest way to do it, you can see he cut the outer sheetmetal, then cut the inner sheet metal in a way so metal will be present behind the outer sheetmetal cuts so he could probably just fill it in with body filler.
