seat belt mechanics recall

So from what ive read and understand the seat belts were recalled. Went to the dealership today and confirmed the recall but the guy said theyd charge me for diagnostics. I figure he is just trying to make some money since the recall work is free. But idk if its that or he just thinks im dumb because im young. He also complained about not having the tools or parts on hand and how theyd have to special order them since its a 23 year old car and hes never seen one since starting about a year ago. Just wondering how i should handle this? Thinking ill call the other dealership and tell them what the first dealer said and see what i can work out at the second.

talk to the service manager and tell him/her that the service writer is a lazy ***.

Found out lastnight from the previous owners good friend that the seat belts didnt work when he bought the car and he thinks the owner before they guy i bought it from took something out or cut some wiring.. what do I do? Cant imagine theyd fix it and not charge me when they realize that the reason it didnt work was bc of that

Yeah, I took mine in for the recall, and they ended up charging me because the wires had been cut. Didn't fix it, didn't replace 'em. I was pretty upset.
