No power to fuel pump rx7 s5 gtus v8 swapped sbc

i know i should be on no rotors but feel like maybe someone can help me now?

I have a 1989 Rx7 GTUs s5 and it has a 305 small block chevy. i bought it this way. ps i want a 13b

The problem ,how it started. after touching the car and messing it up cause i didnt know anything about old carburated engines i finally got it started up and running. i drove it to work for 1 day and the next when i was leaving for work half way out my neighborhood it stalls. first i thought ok maybe i ran out of fuel and since i was running a little late i left it to check it the next day. i put gas and found to out i had more than half the tank full already after the shut off. so i this is when i started to ask question about it on facebook and what not. many people have been helpful though i dont think its really helped because i really wasn't specific because i was still new to all this. finally after doing research and really learning more about car i think i can give more info on my problem.

the problem is im not getting 12 volts to the fuel pump. Ive tested the ignition switch and it gets power and the B/W wire to the circuit opening relay (10 volts) , next i checked the the Fp L/R wire( 35 mV) and the fc BR wire and get 3.4 volts. i also check the ground B wire and i get 1.0 volt. so seeing that i clearly have problem only thing is i dont AFM and most the wires have been cut to the engine harness. so i cant really see the ground wire the comes form the ECU. ive also checked the fuel pump resistor relay. Ive check ohms and are good per factory manual now i ve check for continutiy and i got none to C-D but i do on A-B and E-F. No voltage to the 3 L/R wires but 3 volts to the G/R wire. ive check all the fuses and theyre good.
