would putting a new carb on car be better than fixing all the vacuum leaks and if so what would anyone recommend to be replacement without becoming a gas guzzler

A Holley kit is simple, easy to install, and would get rid of all your vacuum leaks.

They run about 900$ and would not hurt gas mileage.
