Would this car pass emissions?

Ok, well, im trying to sell my 2nd gen cuz i need something cheaper, and i found a nice 1st gen for sale in my area. its got a holley 465 cfm 4-barell carb and a racing intake manifold, racing beat headers, and a jacobs electronic pro street ignition system, but it doesnt say anything about the cats. assuming it has a cat on it, do you think itll pass emissions? the standards in oregon are 1.20 for THC, 3.00 for NOx, and 30.0 for CO.
any info you can give me would be great, thanks.

Well here's my 2 cents:

Unfortunately, 99% it won't.

The RB system uses presilencers instead of cats, and will not bolt to the stock cats, however it is possible that a high flow cat can be welded in. However, the RB Holley kit has no provision for emissions gear of any kind. It won't have the rat's nest, vacuum advance, air pump, ACV, or any of the rest of it. And you won't be able to hook any of that up without going back to the stock carb and rat's nest. That's pretty difficult IMHO.

It would never pass a visual inspection, but I suppose if it had a high flow cat welded in it might pass the sniffer test.

Maybe you could make friends with a testing shop?

Well, it could be possible if you were to install a mazdatrix highflow cat that bolts on to the headers. However, you will have to re-attach the airpump back and connect a hose from the air out of the pump straight into the fresh air intake of the cat. you will also need to put some type of breather int he air intake of the airpump so it does not suck anything other tha clean air. Even if you don't have an acv on the engine, you could still pass emmissions but if they do a visual as part of the test, it won't fly unless the person that is doing the visual knows nothing about rotaries. Here in WA we do not need a visual, unless the car has fails emmissions, then is part of the retest. We had a 13B supercharged with a Holley carb pass emmission with the setup I explained before.
