won't turn over

so I've tested the starter, works great. got the battery (new battery) fully charged and there's a couple things. I hear this crazy humming comming from around the passenger side headlight (thought about cutting the wires) this engine will be transported to another car once it runs so I don't really care about little things like the headlights now. any ideas?

Have you tried turning the engine by hand?
If you have and it's stuck, well, pull the starter and see if you can turn the ring gears over by prying with a large screwdriver or the lug wrench. If not, you have a frozen motor.
